Community Integrated Development Initiatives (CIDI) is a National NGO that coordinates and implements several projects in Uganda. CIDI works at the vanguard of community development focusing on four thematic areas; Water and sanitation promotion, Sustainable agriculture for food and incomes, Humanitarian work, Health promotion and Policy advocacy. CIDI, with branches across the country, works amongst the vulnerable communities in both rural and urban areas to improve their livelihoods.

 

Project Background

The East African Crude Oil Pipeline (EACOP) project is undertaking the construction of a heated, 24-inch pipeline intended to transport oil from Uganda to Tanzania for export. During project implementation, the Government of Uganda will permanently acquire a 30m wide strip of land for the pipeline corridor which will result in the loss of some land by 3,700 households.  This advert therefore serves to recruit local, Monitoring and Evaluation (M&E) Officer, Human Resource (HR) Officer and Administration Assistants that will support the Livelihood Restoration Program for the affected Households.

 

 

 

 

JOB SUMMARY

 

1.     MONITORING AND EVALUATION (M&E) OFFICER  (01) FULL TIME

Support reporting, documents management, data collection and other areas that provide   evidence of work well done.

 

      1.1 Roles and Responsibilities

§  Prepare regular reports on project or program performance as per reporting schedule.

§  Document and communicate findings to LRC M&E personnel.

§  Ensure data quality and integrity in all reports.

§  Ensure compliance with M&E standards and guidelines as communicated by LRC.

§  Continuously improve and refine M&E processes.

§  Implement data privacy and security measures.

§  Attend M&E update meetings as required

 

 

1.2     Minimum Qualifications and Skills

§  Bachelors or master's degree in a relevant field, such as Monitoring and Evaluation, Statistics, Social Sciences, or a related discipline.

§  Strong analytical and data management skills.

§  Proficiency in data analysis software (e.g., SPSS, Excel, or statistical tools).

§  Excellent communication and report-writing abilities.

§  Knowledge of M&E methodologies, tools, and best practices.

§  Experience with survey design and data collection techniques.

§  Familiarity with project management principles.

§  Strong interpersonal and teamwork skills.

§  Attention to detail and a commitment to data accuracy.

§  Understanding of relevant sector-specific knowledge (e.g., public health, development, education, etc.).

§  Knowledge of database management systems and data visualization tools is a plus.

§  Willingness to travel and work in rural areas.

§  Computer certifications and proficiency is a must.

§   Must be fluent in English and the local language (s) of the area.

§  Immediate availability to start work will be a requirement for the successful candidates.

2.     HUMAN RESOURCE (HR) OFFICER (01) FULL TIME

 

2.1.         Roles and Responsibilities

 

  • Follow up on staff performance on a daily basis.
  • Monitor any misbehaviors of any staffs or contractors
  • Make monthly reports on staff and contractors behavior
  • Follow up on any complaints reported and give instant feed back
  • Prepare minutes for any meeting held in regard to sorting staff or contractors issues and share with management
  • Maintain records of staff attendance and monitor HRM activities and manage official information with high level of confidentiality.

 

 

 

2.2       Minimum Qualifications and Skills

  • Diploma or Degree in Human Resource Management or any related field

3      ADMINISTRATIVE ASSISTANTS (04) FULL TIME

 

Full time in the District offices to receive and document PAP (Project Affected Persons) concerns any other Program visitors (EACOP, ASIGMA, PAU (Petroleum Authority Uganda, MOE e.t.c)

 

3.1.          Roles and Responsibilities

 

§  Receive and document PAP (Project Affected Persons) concerns any other Program visitors (EACOP, ASIGMA, PAU (Petroleum Authority Uganda

§  Provide logistics and administration support to the project in the respective Field Office.

§  Screen incoming telephone calls, mails, inquiries, and requests and handling them as appropriate, including relaying accurate and timely messages and answering of queries.

§  Managing a filing system for record control of key documents in respective field office.

§  Support in maintaining inventory and preparing requisitions for office supplies and equipment’s on a monthly basis.

§  Secretarial support such as timely printing, photocopying and binding of documents to be used under the project.

§  Ensure that the office is kept tidy and clean through regular supervision of the cleaner.

 

3.2.         Minimum Qualifications and Skills

§  Degree or Diploma in Secretarial studies or any other related fields
